Metro Vancouver BoardThe Metro Vancouver Board of Directors meets at 9 am on Friday, July 11, 2014. Some important topics on agenda include:

  • Corporate Investment Policy
  • GVRD Sustainability Innovation Fund Policy

  • Village of Anmore’s Regional Context Statement
  • Requests from the City of Port Moody to amend Metro Vancouver 2040: Shaping our Future (Regional Growth Strategy)– Moody Centre Transit-Oriented Development Area and Murray Street Boulevard Area, Andres Wines Site, Mill and Timber site

Port Moody is a key item at this meeting. We wish to mention that to our knowledge, neither the City of Port Moody nor Metro Vancouver had the courtesy to notify Port Moody community members or neighbourhood associations that this item would be on the Metro Vancouver Board agenda on July 11. It came “out of the blue.” The only way someone would know would be noticing by chance that it appeared on the agenda. Board agendas are typically posted online a exactly a week before the meeting. Submissions to the Board require a written request and two-page summary of the presentation, a minimum 48 hours in advance. Permission to speak is subject to Board approval on the spot, and easily refused. On top of this, the meeting video is not archived.  The entire system is biased against public involvement. With this being an election year, citizens should ask election candidates what they will do to make Metro Vancouver more democratic. 

Are the residents of Port Moody getting shafted? In the short time available, we urge them to quickly review the documents, spot any sudden surprises, and act quickly. It may not be easy to address the Board in person, but they could still write to all members of the Board, and to their own Mayor and Council. One knowledgeable citizen commented this to MetroVanWatch: “All of the rezoning Port Moody wants to do is mainly to facilitate high-density residential.  Without park space.” They should also seek clarification of the process, in layperson’s terms, regarding “first and second reading” of the proposed amendments.

That the GVRD Board approve the “Corporate Investment Policy” as presented in

2.1 GVRD Sustainability Innovation Fund Policy
That the GVRD Board approve the GVRD Sustainability Innovation Fund Policy as

June 20, 2014.

2.2 Corporate Energy Management Policy
That the GVRD Board:
a) Approve the Corporate Energy Management Policy as presented in the
report titled Corporate Energy Management Policy dated June 9, 2014; and
b) Direct staff to develop the energy management system required to
implement the Policy.

2.3 Federal Gas Tax Fund: Community Works Fund Distributions to Metro Vancouver
Local Governments
That the GVRD Board enter into the Community Works Fund Agreement for 2014-
2024, included as Attachment 2 in the report titled “Federal Gas Tax Fund:
Community Works Fund Distributions to Metro Vancouver Local Governments”
dated June 26, 2014.

3. REGIONAL PLANNING AND AGRICULTURE COMMITTEE REPORTS
Note: The following item will be considered by the Regional Planning and Agriculture
Committee on July 4, 2014. Any resulting changes to recommendations will be presented on table at the Board meeting.

3.1 Consideration of the Village of Anmore’s Regional Context Statement
That the GVRD Board accept the Village of Anmore’s Regional Context Statement as
received by Metro Vancouver on June 5, 2014.

4.1 Delegation Executive Summaries Presented at Committee – June 2014
That the GVRD Board receive for information the report dated June 23, 2014 titled
Delegation Executive Summaries Presented at Committee – June 2014 containing

That the GVRD Board:
a) Initiate the regional growth strategy amendment process for the City of Port Moody’s proposed amendments for the Moody Centre Transit-Oriented
Development Area and Murray Street Boulevard Area;
b) Give first and second readings to “Greater Vancouver Regional District Regional
Growth Strategy Amendment Bylaw No. 1209, 2014”; and
c) Direct staff to notify affected local governments as per Metro Vancouver 2040:
Shaping our Future section 6.4.2.

2.2 Metro Vancouver 2040: Shaping our Future Amendment Request from the City of
Port Moody – Andres Wines Site
That the GVRD Board decline the City of Port Moody’s requested amendment to Metro Vancouver 2040: Shaping our Future for the Andres Wines site.

relating to negotiations between the regional district and a provincial

    Thanks for bringing this to our attention. All four of these areas in Port Moody are in the Moody Centre neighbourhood strip of land between the Burrard Inlet and the Chines hillside.
