5.1 2014 Regional Planning and Agriculture Committee Priorities and Work Plan

That the Regional Planning and Agriculture Committee endorse the work plan
contained in the report dated January 21, 2014, titled “2014 Regional Planning and
Agriculture Committee Priorities and Work Plan”.
5.2 Regional Growth Strategy Amendment to Reflect Accepted Regional Context
Statements

That the Board:
a) Initiate the process for a Type 3 amendment to the Regional Growth Strategy to
incorporate land use designation changes, Urban Containment Boundary
adjustments, and the addition of Frequent Transit Development Areas and Local Centres stemming from Board accepted Regional Context Statements;
b) Direct staff to provide written notice of the proposed Type 3 amendment to all
affected local governments and appropriate agencies; and
c) Give 1st and 2nd readings to Regional Growth Strategy Amendment Bylaw No.
1201, 2014.
5.3 Extension of Regional Sewerage Services 24330 Fraser Highway Township of
Langley

That the Board:
a) determine the extension of GVS&DD sewerage services to 24330 Fraser Highway
in the Township of Langley is inconsistent with the Urban Containment provisions of
the Regional Growth Strategy, but qualifies under RGS 1.1.1 for exception to address
a public health hazard and protect the region’s natural assets;
b) direct staff to collaborate with the Township of Langley to draft a Restrictive
Covenant for the subject property to:
o limit service connection to a specified Fraser Sewerage Area building
footprint boundary,
o specify the connection is authorized only for the existing land use as
specified by the Township of Langley’s current OCP and Zoning Bylaw, and
o require that any amendment to the Fraser Sewerage Area building footprint
boundary, or OCP or zoning status of the property, will require a new
sewerage area application submission to the GVSⅅ and
c) direct staff that a draft Restrictive Covenant be submitted for GVRD Board
approval prior to GVS&DD Board final consideration of this application.
5.4 Office Development in Metro Vancouver’s Urban Centres – Action Plan

5.6 Agricultural Advisory Committee Motion on Illegal Fill on Agricultural Land

That the Board endorse the resolutions passed by the Agricultural Advisory
Committee:
a) that Metro Vancouver request member municipalities to require a Soil
Deposition Plan for construction projects prior to the issuance of a development
permit;
b) that Metro Vancouver request member municipalities to review the penalties in
their Soil Deposition bylaws for agricultural land to ensure that the penalties
imposed for bylaw infractions are a reasonable deterrent, in that the penalties
are more punitive relative to revenue generated.
