c) resolve that, as of today’s date, Regional Growth Strategy Map 12 “Special
Study Areas and Sewerage Extension Areas”, applies to Port Moody; and
d) request that the City of Port Moody adopt a Council resolution that as of
today’s date, the Regional Growth Strategy land use designations applicable
to the Petro Canada Refinery lands, Mill and Timber site and Imperial Oil
lands do apply to the City of Port Moody.

5.7 Corporation of Delta Request to Amend the Regional Growth Strategy for the MK Delta Lands

a) Initiate the process for a Type 2 amendment to the Regional Growth
Strategy for the amendment requested by the Corporation of Delta to
expand the Urban Containment Boundary and change the regional land use
designation from Conservation and Recreation to General Urban for a parcel
located near the intersection of Highway 91 and 72nd Avenue; and
b) Direct staff to provide written notice of the proposed Type 2 amendment to
all affected local governments and appropriate agencies.
5.8 Township of Langley Request to Amend the Regional Growth Strategy

amendments requested by the Township of Langley; and

5.9 Update on the Status of Submissions of Regional Context Statements

That the Board request that municipalities that have not submitted a Regional
Context Statement by the July 29, 2013 deadline provide a status of their Regional
Context Statement and the intended timing for submitting the Regional Context
Statement.
METROVANWATCH NOTE: See page 354-355/425 for status of Regional Context Statements as of June 28, 2013. This is a report to the Commitee from Lee-Ann Garnett, Senior Regional Planner Planning, Policy and Environment Department. It is clear that most municipalities are being forced to rush through the process of adopting a regional context statement. We believe that this unfair and unnecessary rush is cheating the citizens of many municipalities of any opportunity for meaningful participation in the long-term planning of their own communities.
THIS IS SIGNIFICANT (EXCERPT): This report provides an update on the status of Regional Context Statements submitted to the Metro Vancouver Board for acceptance. Staff recommends that the Board request an update from municipalities that have not yet submitted a Regional Context Statement as a first step to addressing non-compliance with the statutory requirement for all municipalities to submit a RCS within two years of the adoption of a Regional Growth Strategy. The Board can then determine whether to collectively agree to allow an extension to accommodate legitimate delays, contact the Province to notify the Ministry of Community, Sport and Cultural Development of the delays or take other action.

Vancouver’s Regional Context Statement (30-year Official Development Plan) is going to the regional government (Metro Vancouver = the GVRD) . Vancouver City Council rammed it through on June 11 at a Public Hearing. Time may some day show that this process may have been one of the biggest violations of the public trust in Vancouver history. Virtually no one in Vancouver even knew about the process. After this Regional Planning Committee Meeting, the final step at this level is Board approval, likely to happen on July 12.
