Regional Parks Service Review – GVRD Parks review to go to councils – Threats for parks?

The Agenda for Metro Vancouver Board of Directors (Parks) for May 24, 2013 contains an item of major potential significance.   

In the Minutes of the Regular Meeting of the Greater Vancouver Regional District (GVRD) Board of Directors – Parks on Friday, April 26, 2013, is an item about sending a draft “Regional Parks Service Review” to member councils [i.e., city councils of municipalities in the Metro Vancouver region] for review and comment.

MetroVanWatch comment: One interpretation of this process is that the GVRD is proposing to transfer authority over the regional parks system to member municipalities. This could open parks up for possible development. Some of the discussion at Metro has been with the narrative that the region has too much park space per person and that the region cannot afford to maintain it. The outcome could be developer-friendly but be negative for park protection. More scrutiny and analysis is required.

2.1 Regional Parks Service Review
Report dated April 4, 2013, from Delia Laglagaron, Deputy
Commissioner/Deputy Chief Administrative Officer, and General Manager,
Planning, Policy and Environment, seeking Board’s approval of the proposed
outline and process for a service review of Regional Parks as directed by the
Board.
Main Motion
It was MOVED and SECONDED
That the Board approve the Regional Parks Service Review outline and process
detailed in the report dated April 4, 2013, titled “Regional Parks Service Review”.
It was suggested that, as an additional task, the draft Regional Parks
Service Review be forwarded to member councils for their comments.
Amendment to the Main Motion
It was MOVED and SECONDED
That the Board amend the report dated April 4, 2013, titled “Regional
Parks Service Review”, on page 3, under the “Proposed Regional Parks
Service Review Process”, in the column titled “Tasks”, after step 5, by
introducing an additional step as follows: “Refer the draft Regional Parks
Service Review to member councils for review and comment”.
CARRIED
Question on the Main Motion as Amended
Question was called on the Main Motion as amended and it was
CARRIED
Director G. Martin voted in the negative
